Calliope Spanou

Calliope Spanou is a Professor of Administrative Science and Public Administration at the Department of Political Science and Public Administration, National and Kapodistrian University of Athens. She studied Public Law and Political Science at the University of Athens and Administrative Science in France (Université de Picardie -DEA Science Administrative). She received the title of Docteur d’Etat in Political Science with specialty in Administrative Science (Mention Très Honorable). During her studies she was awarded scholarships from the Stasinopoulos Foundation and the Ministry of National Economy (NATO). Her thesis was awarded a grant for publication by the State of France.
She has been lecturing in the Department of Political Science and Public Administration, at the University of Athens since 1989, and has also taught at the University of Amiens, the University of Paris II and the University of Versailles. She received a research scholarship from the CNRS/EIE at the Centre des Recherches Administratives and has been a visiting professor at the Government Department of the LSE and at Nuffield College (Oxford). In February-July 2016 she was invited as a “Schuman Fellow” at the Robert Schuman Centre for Advanced Studies, European University of Florence and in July 2018 as a visiting researcher at the Fondation de la Maison des Sciences de l’Homme (Paris).
In May 2011, she was elected Ombudsman by the Conference of Presidents of the Greek Parliament and served until October 2015. From 2003 until 2011 she also served as Deputy Ombudsman.
Furthermore, she has been a consultant with the OECD on issues of public administration, an advisor of Studies at the National Center for Public Administration and taught for many years at the National School of Public Administration. She was also a scientific advisor to the Ministry of Interior, Public Administration and Decentralization and has participated in various expert committees.
She has served as President of the Hellenic Society for Political Science and Member of the Steering Committee of the European Group of Public Administration, IIAS.
